So did I, until Brett Vito picked up on it in his North Texas blog, which led to this Sport Illustrated Article that explains things.

I posted the following:
"Troy already has pretty lax entrance standards for athletes, some would put it even harsher than that, and then the Trojans warehouse players at local JCs and those that can qualify find a spot on the roster." Where in the world did you get this information? The NCAA sets the minimum requirements for athletes, not Troy of FAU or Vanderbilt. There may be 'differences' between these schools but that is the individual schools decision. Every athlete at Troy meets the requirements of the NCAA, period! Now, do they meet the requirements of Duke or Harvard or Ga. Tech? Nope, and neither do those athletes that attend FAU!
To also insinuate that Larry Blakeney is ‘slimy’ for signing kids he KNOWS won’t qualify academically, but HELPS THEM go to college and play football (albeit at the JC level) shows much more about his character as a person than it has to do with these kids ‘re-committing’ to Troy. They are under no obligation, ZERO, to re-sign with Troy. In fact, some do not. However, many do, because of the character of the kids he recruits, and their definition of loyalty and commitment.
You wonder why Troy is able to ‘re-load’ each year? Because, apparently, they WORK HARDER than some others within the Sun Belt. If FAU (or any D-1 school) doesn’t sign all 25 of their allowed, there must be a reason. What that is I won’t speculate or insinuate, but THERE IS A REASON, because there isn’t one single institution in the Sun Belt that can afford to NOT SIGN their total allotment.
BTW, 7 SEC Schools “over signed” recruits this past year. Ole Miss just happened to sign more than the others, so the statement that this process is rarely used, well, just isn’t true. Maybe not to the extent of Ole Miss, but it seems that the SEC is the conference that ‘abuses’ this more than any other conference, maybe that is why it was brought up? ARMY signed 55! (I don’t think they are sending any players to prep school to bring up their grades, but IAW Rivals.com, they signed 55).

what a bunch of crap. that entire article is written to convince the reader that we are doing something wrong, despite it not being illegal. who is this guy? why does he feel a need to "pick a fight" with this blatantly negative article?

Don't worry too much about it Ted Hutton is just another ass clown that is a mark for FAU. He's the "sports writer" that made a big stink when Drew Champlin made the insinuation that FAU purposely hurt Jamie Hampton and demanded that Wright Waters make an appology. Seems that their is something in the water down around Boca Raton that makes you a complete and total (fill in the blank).

I don't care who are, that's funny!
What's the big deal about over signing? It gives a disadvantaged kid something to work for. No, they all will not "do what they need to do" but neither do a lot of the "qualified out of high school" kids. In fact some of the placed guys may just be honest and didn't cheat on grades like some of the others. Most of these kids are minorities. If somebody picks up on that angle it will be quite a show.
With a limit we could still tell the kid we have a place for you if you do your work but it would not have the same impact as signing. Also if a CC guy signed with Troy, wouldn't he have to sit out if he went elsewhere? Not sure how that works.
How would the limit work with a gray shirt? If he couldn't be offered, he couldn't sign therefore between January of one year and January of the next year he could go anywhere he wanted and not sit out. Right?

OK, I have filled you in about Troy and oversigning and you can read between the lines that the academic standards up there at that institution of higher learning in Bama ain’t exactly high.
Well, even as they warehouse signees who never even got in, those that did make it are bombing out.
So that is why they sign 37 kids when the max allowed to enter in the fall is 25. They are taking big chances on most of those players, and this is the fallout.
Yet, Troy finds a way to keep winning. Hats off to coach Larry Blakeney, who knows how to handle life on the edge of the envelope.
At some point, with enough washouts, the APR will take a hit. Flunking out kills the APR, and that is what seems to be happening to Troy.
Until that time, or when the NCAA or Sun Belt step in and put a halt to the practice of oversigning, Troy will soldier on.
